Status: Research commences 1 November 2026

Expected publication: First quarter of 2027

About the study

The Green Finance & Climate Strategy Institute has approved the research inception note for The State of Solar Energy in Somalia: Market, Investment and Policy Outlook 2027. Research is scheduled to commence on 1 November 2026.

The study will assess the market, financial, institutional and policy conditions that can support commercially viable, inclusive and sustainable solar energy development in Somalia. It will connect evidence on deployment and business models with practical investment and policy choices for 2027–2030.

Research priorities

  • Market development

Solar technologies, applications, business models, supply chains and geographic differences.

  • Investment and financing

System costs, affordability, access to capital, revenue models and investment risks.

  • Policy and institutions

Regulatory arrangements, technical standards, institutional responsibilities and implementation conditions.

  • Local value and productive use

Opportunities in industry, installation and maintenance, agriculture, fisheries, enterprises and public services.

Scope and methodology

The research will focus on solar photovoltaic technologies and associated storage across electricity-provider systems, commercial installations, off-grid services, public facilities and productive uses. It will recognise regional differences and distinct institutional arrangements where relevant.

The methodology combines documentary review, analysis of available data, approximately 20–30 stakeholder interviews and four to six case studies. The study will draw on evidence through 2026, distinguishing observed results, reported claims, estimates and conditional outlook scenarios. Coverage and data limitations will be explained.

Outputs and review

The planned outputs are a flagship research report, an accompanying policy brief and communication materials to support stakeholder discussion. The report will undergo review by at least two independent external technical reviewers before publication. Findings will be guided by evidence, with transparent methods and relevant disclosures.

The intended publication window is the first quarter of 2027, subject to completion of research, review and publication authorisation.
